The United Kingdom and France Will Dispatch Troops to the Country in the event that a Ceasefire Accord is Reached

Placeholder Diplomatic Meeting

The UK and France have formalized a statement of purpose concerning the positioning of military forces in the nation should a ceasefire be concluded with Moscow, the British leader, Starmer, has declared.

Subsequent to discussions with allied nations in Paris, he indicated that the two nations would "create defense centers across Ukraine and construct secure structures for arms and defense matériel" to prevent any potential invasion.

The partner countries also proposed that the US would assume leadership in verifying a halt in hostilities.

The Kremlin has on multiple occasions cautioned that any foreign troops in Ukraine would be considered a "legitimate target", but has as yet not commented on this new development.

Context and Continuing Conflict

Moscow's leader Vladimir Putin began a comprehensive attack of Ukraine in early 2022, and Russian forces at this time holds roughly 20% of the country's land.

"This represents an essential component of our commitment to stand with Ukraine for the duration," commented the UK Prime Minister.

Top officials and top officials from the "Allied Coalition" participated in Tuesday's talks.

Addressing reporters at a combined announcement, he further said: "It creates the pathway for the legal framework under which allied and coalition forces could function on Ukraine's territory, securing Ukraine's skies and seas, and rebuilding Ukraine's defense capabilities for the future."

The UK prime minister also stated that Britain would be involved in any American-headed confirmation of a prospective truce.

Security Guarantees and Diplomatic Positions

Lead American diplomat Steve Witkoff stated that "long-term defense assurances and strong economic promises are vital to a permanent resolution" in Ukraine – mentioning a central requirement made by Kyiv.

Witkoff said the allies had "largely finished" their work on agreeing such assurances "to ensure the people of Ukraine know that when this war ends, it ends forever."

The former US envoy, former American President Donald Trump's special envoy, also took part in the discussions.

Separately, French President Emmanuel Macron declared that Ukraine's supporters had made "considerable advances" at the negotiations.

He noted that "robust" safety pledges for the Ukrainian government had been settled upon in the event of a potential ceasefire.

President Volodymyr Zelensky said that a "huge step forward" had been made in the talks, but qualified that he would only deem efforts to be "enough" if they led to the end of the conflict.

Last week, he said a settlement was "mostly finalized". Agreeing on the last 10% would "shape the fate of the peace, the fate of Ukraine and Europe".

Remaining Challenges

  • Territory and security guarantees have been at the forefront of unresolved issues for diplomats.
  • The Russian President has consistently stated that Ukrainian troops must pull back from the entirety of Ukraine's eastern Donbas region or Russia will take control, dismissing any concession over how to end the war.
  • The Ukrainian President has so far excluded giving up any land, but has suggested that Ukraine could pull back its troops to an mutually accepted point – but only if Russia reciprocates.

Russian forces presently occupies about 75% of the Donetsk region and around 99% of the adjacent Luhansk. The pair of oblasts form the area of Donbas.

The initial US-led 28-point framework that was widely leaked to the media last year was perceived by Ukraine and its EU supporters as being heavily skewed in Russia's favor.

This triggered weeks of focused discussions – with all sides trying to adjust the draft.

Last month, Ukraine sent the US an updated proposal – as well as distinct documents outlining prospective defense assurances and provisions for Ukraine's reconstruction, he said.
